In terms of content, the tourism policy, planning and development
module of our framework now contains some eight major components. System Definition is a policy overlay
that ensures all those involved in policy formulation are dealing with the same
set of parameters, and the same phenomenon. Indeed, failure (either intentional
or through negligence) to clearly reach agreement on the `WHAT' of policy
formulation is a fatal flaw that is unlikely to be ever corrected once policy
formulation has progressed to any great extent.
The next supporting, and equally critical step, is the
`crafting' of a Destination Vision. While it is generally agreed that visioning
is designed to develop a shared portrait of an `ideal future state' for the
destination (that is, the way stakeholders envisage the destination at some
loosely defined point in time in the future), the development of such a
`shared' vision is not always easy within diverse, democratic societies.
Vision
statements may be short or long, and they may be presented quite differently.
What is important, is that destination stakeholders agree that the final vision
statement provides both a meaningful and operational `dream' for the future of
their destination.
Tourism Policy Planners must undertake a critical
analysis, or Audit of the destination's existing tourism resources and
capabilities, as well as the current functioning of its tourism operations. The
fundamental goal is to assess both the adequacy and effectiveness of the
product, the facilities, the services, and the programs that together provide
memorable `destination experiences' for the visitor.
