Determinants and motivations of tourism

Tourism policy is a major element of this model. The policy seeks primarily to create an environment within which tourism can flourish in an adaptive sustainable manner. An understanding of tourism policy requires that it be analyzed along three main dimensions. The structure of policy establishes a framework of relationships within which its specific content can be formulated. The process of policy formulation provides a systematic approach for involving stakeholders in the consensus-based formulation of both the structure and content of tourism policy for a given destination.

Tourism policy is a set of regulations, rules, guidelines, directives, and development/promotion objectives and strategies that provide a framework within which the collective and individual decisions directly affecting tourism development and the daily activities within a destination are taken. The concept of tourism policy is trying to create an environment in which tourism within a destination can prosper in a sustainable and adaptable manner. At the same time, they distinguish such a concept of destination planning and development from a much more famous concept of master planning which, in their opinion, entails a much more rigid and a bureaucratic approach where parameters for a long-term destination development are set in a somewhat static way. The policy, planning and development process has succeeded in creating the framework for a competitive/sustainable destination. The challenge now faced by the destination is to manage its various components in a way that ensures its economic profitability while avoiding degradation of the factors that have created its competitive position. Tourism policy provides the guidelines for the framework within which to establish and operate the organization that will provide the leadership and coordination necessary to make a destination function competitively on an ongoing basis
